Clean Energy DC Act of 2018


The CleanEnergy DC Omnibus Amendment Act of 2018, among other things, amended the Renewable Energy Portfolio Standard. 
 
The Act requires that the Commission publish on its website the amount of solar energy, meeting certain requirements, for which interconnection requests have been submitted to Pepco in the last six (6) months.  
 
In Order No. 19969 (issued on July 2, 2019), to ensure the timely compliance with this statutory requirement, Pepco was directed to include the information required by the Act in its existing Quarterly Interconnection Report, beginning no later than July 30, 2019.

Public Comments
 
There are several items before the Commission where public comments are being accepted: 
 

By this Notice of Inquiry (“NOI”), the Commission invites public comment on the analytical approach that it should take when considering the effects of a utility proposal on global climate change and the District’s public policy commitments, including whether specific greenhouse gas (“GHG”) emissions reporting requirements, metrics for GHG emissions reduction, and carbon footprint metrics should be used. The Commission solicits descriptions on what measurements and verification metrics could be designed to help it assess compliance with the CleanEnergy DC Act. The goal of seeking stakeholder input to further develop this framework is to provide a higher level of regulatory certainty and transparency into the decision-making process.  Comments are due January 13, 2020 for the Notice of Inquiry in GD-2019-04.  

  1. Notice of Proposed Rulemaking (NOPR) in RM29-2019-01, In the Matter of 15 DCMR Chapter 2g- Renewable Energy Portfolio Standard Clean Energy DC Omnibus Amendment Act of 2018.

    The Commission is accepting public comments on the Notice of Proposed Rulemaking (NOPR) in RM29-2019-01, revising certain sections of its Renewable Energy Portfolio Standard (RPS) rules in accordance with the CleanEnergy DC Omnibus Amendment Act of 2018 (CleanEnergy Act).  This Second NOPR supersedes the first NOPR published on May 3,2019.   Comments are due December 9, 2019.
