
The Public Service Commission of the District of Columbia is pleased to announce that Stephen A. Mormann became Deputy Executive Director, Office of Technical and Regulatory Analysis, effective March 21, 2016. Steve joined the Public Service Commission staff, following a respected 30-year career in the investor-owned electric and gas utility sector, working for both domestic and international energy companies and their affiliates.
During a diverse utility career, Steve held executive-level roles in both regulated and unregulated operations, and has extensive utility experience in strategic planning, finance, accounting, rate case and regulatory planning, treasury, customer service operations, credit and collections, business development, power generation, energy sales and services, and new business ventures and partnerships.
Steve held many leadership roles at Baltimore Gas & Electric Company and Constellation Energy Group. In his most recent utility executive assignment, Steve served as Vice President of Financial Services and Treasurer, CENG, LLC—a power generation international joint venture between Électricité de France (EDF) and Constellation Energy Group. This international joint venture was initially formed in 2009, and Steve served on the executive team to manage many finance and regulatory start-up activities.
Steve is a Chartered Financial Analyst (CFA), Certified Management Accountant (CMA), as well as a CPA. He holds an MBA from Loyola University in Baltimore, and a BS from Towson University. He has served on both not-for-profit boards and private company boards. He is a current member of the CFA Society of Washington, DC, and the Institute of Management Accountants. He is a boardroom executive affiliate member of the National Association of Corporate Directors (NACD).
